   1. Goal is to identify the Rio Grande Basin’s knowledge and data gaps, barriers to meeting different challenges
      and potential project ideas that align with BIP goals that can be taken back to the IBCC February meeting to
      determine cross basin consensus that would help promote drought resiliency projects/legislation/policy
      across the state.
